The last thing I would try before chucking it over a bridge and into a lake/river would be to (re)flash it with the latest firmware. Guess I better start saving them as PDFs since it can't be relied on unlike Amazon's excellent site.

The settings definitely reset anyway since the name was reset in Airport Utility, but trying to configure or reflash gives the same error. I came home this weekend to attempt to play around with it. I'm not sure if I my mom just didn't do the hard reset process long enough (she may have saw the lights flashing and stopped) or if updating airport utility and/or using my Mac fixed it but either way it's now working again.
Wouldn't surprise me about the power supply though.
